Video: Funding Assistive Technology

The most interesting for me through this video is that there are a lot of programs and services that provide funding of assistive technology in the United States, comparing with those in Japan.

このビデオを通して最も興味深かった事は、日本と比較してアメリカは、アシスティブ・テクノロジーの資金を提供するプログラムやサービスがたくさんあるということです。

I don't know whether they all provide the fund for assistive technology devices, or not directly. My question is whether the reason they provide the fund is that a person has no money to buy assistive technology devices. For example, when Supplemental Security Income, or SSI, approves your application, do they provide you money periodically because of low-income? Or, do they provide it for you just to buy a device?

アシスティブ･テクノロジー機器に対しての資金を全て提供しているのか、それとも直接提供していないのかは分かりませんが、疑問に思ったのは、資金を提供する理由がアシスティブ･テクノロジー機器を買うお金がない人なのかどうかということです。例えば、SSIがあなたの申請を認めたとき、SSI収入が低いという理由でお金を定期的に提供してくれるのですか？それともその機器を買うためだけにお金を提供してくれるのですか？

In Japan, we have a national program, like SSI, and a national insurance program, like SSDI. The national program provides money for people having low-income. Then, we have to prove them that our income is low when applying. Once admitting us to be eligibilities, we can get money every month. But, this is not funding of assistive technology. Therefore, if you really need an assistive technology device for your life and you persist in having no money to get the device, they will deny your application.

日本では、SSIのような国の制度やSSDのような国民年金制度があります。国の制度では低所得の人にはお金を提供していますので、申請のとき、低所得であることを証明しなければなりません。適格者だと一旦認められれば、毎月お金がもらえます。しかし、それはアシスティブ・テクノロジーの資金ではありません。ですから、アシスティブ・テクノロジーが本当に必要で、それを買うお金がないと主張しても、あなたの申請は拒否されます。

Unfortunately, some of Japanese have negative image for the national program, because it is a program for low-income persons. How about in the United States? Don't you feel like applying SSI?

不幸なことに、その国の制度に対して消極的なイメージを持っている日本人も居ます。なぜならその制度は低所得者に対する制度だからです。アメリカではどうですか？SSIに申請したくないですか？
